Paul Bock

Paul Bock joined Capitol Hill Strategies in October of 2009, after more than 12 years as Chief of Staff to Senator Herb Kohl (D-WI). During those years, Bock was deeply involved in all aspects of Senator Kohl’s work on the Senate Judiciary Committee, the Appropriations Committee, the Banking Committee, and the Aging Committee. Before becoming Chief of Staff, Bock worked for two years on Senator Kohl's Judiciary Committee staff.

During his tenure as Chief of Staff, Bock helped organized several groups in an effort to improve communications between offices and help Democrats regain and maintain the Senate Majority. These groups included the Bipartisan Chiefs of Staff group (a monthly gathering of all Senate Chiefs of Staff), the Democratic Lobbyists group (which brought staff and Democratic Lobbyists together to discuss policy/politics), and the DSCC Chiefs of Staff event which raised almost $2 million over the 2006 and 2008 cycles. For the last five years, Bock also hosted the weekly meetings of the Senate Democratic Chiefs of Staff which brought Senate Leadership, Chiefs of Staff and White House officials together with a range of key Senate staffers and outside speakers for political and policy discussions.

From November of 2008 through January 20th of 2009, Bock was a member of then President-Elect Barack Obama’s Transition Team, assigned to Legislative Affairs. Bock assisted with policy areas and nominations moving through the Senate Agriculture, Banking, and Finance Committees, including the nominations of the Secretary of Agriculture, the Chairman of the CFTC, the Chairman of HUD, the Chairman of the SEC, the Chairman and Members of the Council of Economic Advisors, a Member of the Federal Reserve, and the United States Trade Representative.

Originally from Chicago, Bock has lived in Washington for more than 25 years. He graduated from Georgetown University with a Bachelor of Arts, and a Masters Degree in Public Policy. A graduate of Northwestern Law School and Associate Editor of the Northwestern Law Review, Bock also clerked for a Federal District Court Judge in California. Before coming to Capitol Hill, Bock practiced law/government relations for three years at Mayer, Brown & Platt, working on issues ranging from telecom and railroad mergers to securities litigation reform. Bock has also taught in the School of Public Affairs at American University and lectured in the Graduate School of the U.S. Department of Agriculture.
