Charles M. Brain, President of Capitol Hill Strategies, LLC
Chuck Brain is widely recognized as one of the most experienced legislative affairs consultants in Washington, with a wide range of experience both in and out of government. He is proud to have founded Capitol Hill Strategies over fifteen years ago.
Beginning his career as a Legislative Assistant to a freshman Member of Congress, he has served as Deputy Chief of Staff to the Committee of Ways and Means, and eventually served President Clinton as Assistant to the President and Director of Legislative Affairs.
As the President’s chief of congressional relations, Brain participated in the development of the Administration’s legislative agenda and was responsible for devising and implementing the strategy for securing its passage. He is widely recognized on Capitol Hill for his excellent relationships in both the House and the Senate and with both Democratic and Republican Members of Congress.
Among the historic pieces of legislation his work has included passage of controversial legislation such as the North American Free Trade Agreement (NAFTA, 1993), the Tax Reform Act of 1986, the Social Security Act Amendments of 1983, the Omnibus Budget Reconciliation Acts of 1990 and 1993, China Permanent Normal Trade Relations (2000), the Medicare Prescription Drug, Improvement (2003), and Modernization Act, and Affordable Care Act (ACA or Obamacare). These bills are truly historic and the issues relevant today.
With his Ph. D. from the University of Pittsburgh, Dr. Brain also received his B.A. and M.A. degrees from Boston College. He is the author of Social Security at the Crossroads (Garland Press), an analysis of the role of public opinion in the legislative process. He is also a member of the National Academy of Social Insurance.
Regarding the Capitol Hill Strategies, he observes, “This is as fine a team that I’ve ever had the pleasure to have worked with. We work hard and get things done for our clients.”
